CLiP

Creative Learning in Partnership

What is CLiP…?

CLiP is a partnership of organisations committed to using creative activities as a tool for engaging disadvantaged young people and adults in learning, and in providing training opportunities for people wishing to enter education, employment or training connected with the burgeoning arts and creative industries.

Where is it located…?

CLiP will be based in the East of England region and focus its attention initially on that region only. CLiP will tender for work on a regional, sub-regional and local basis. Some activities will be delivered with specific target groups across a wide geographical area and others with people living in specific wards or neighbourhoods.

What will it do…?

CLiP will develop learning opportunities 'in' the arts and use the arts as a ‘tool’ to engage learners in other areas of study.

Activities will include pre-entry, taster workshops and ‘bite-sized’ courses which engage disadvantaged learners in educational activities. Learners will then be signposted to longer-term programmes run by the partners themselves or to other further education (FE) or adult community learning (ACL) opportunities. CLiP will also deliver highly flexible, community-based courses and programmes based on established accredited arts courses at level 2/3, which are designed to meet the needs of the learners and maximise retention and progression onto further learning or employment. Clip will provide information, advice and guidance (IAG) for learners and support them in progressing to further study.

The work undertaken will be structured to deliver and/or support a number of key priorities within the learning and skills sector: -

  • Basic Skills / Employability activities (for Job Centre Plus clients, etc.)
  • Apprenticeships (for 16 to 24 year Olds)
  • Apprenticeships for adults (agred 25 plus)
  • Skills and Employability Activities
  • Train to Gain
  • Provision for Learners with Learning Difficulties and/or Disabilities (LLDD)
  • Offender Learning and Skills Service (OLASS)
  • Services for those Not in Education, Employment or Training (NEET)
  • Entry to Employment (E2E) activities

Who will CLiP work with…?

The main target groups will be people who have least opportunity to engage in formal or informal learning opportunities. For example;

  • Young people not in education, employment or training (NEET)
  • Young people experiencing various forms of disadvantage (e.g. care leavers, those known to health, probation or care services, etc.)
  • People with physical, sensory or learning disabilities
  • Adults without a basic Level 2 qualification
  • Young people and adults with low levels of ‘skills for life’ (i.e. basic literacy, numeracy, etc.)
  • Young people and adults living within the most deprived neighbourhoods or wards.

Who are the partners…?

CLiP will include specialised organisations covering visual, media and performing arts, with high levels of experience providing informal and formal training opportunities; two FE colleges (one in the North of the region and one in the South); and a large regional university. The partners are as follows: -

How will the partnership work in principle…?

The arts organisations involved in CLiP are experienced in the delivery of high-quality, community arts-based learning opportunities within their respective disciplines. This approach is ideally suited to work with groups and individuals who have fallen through the net of mainstream learning provision.

The FE partners are experienced in providing formal and accredited learning opportunities. Qualifications are essential for benchmarking learning and providing evidence of attainment to funders and stakeholders. The FE partners are also highly experienced in providing the necessary management information systems (MIS) and quality assurance (QS) mechanisms.

The University partner can provide strategic advice and guidance, and routes into higher level education and training.

By bringing these areas of expertise together, we will be able to provide attractive, flexible and innovative learning opportunities in unusual, community- based settings, which are accredited to recognised national standards, and progression routes into ongoing learning.

How will the partnership work in practice…?

CLiP will be established as a formal partnership within an agreed constitution / partnership agreement. Existing models for consortia of learning providers will be used. If necessary, formal incorporation as a limited company or community interest company will be explored.

The arts organisations will be the main frontline learning providers, working in partnership with the FE colleges to deliver the projects and to provide necessary accreditation, MIS and QA requirements. The arts organisations will be trained to provide IAG support for the learners.

Where the learning opportunities are delivered at pre-entry level, or where the learners identified have specific skills for life needs which cannot be met by the arts organisations, CLiP will work in partnership with the FE colleges and other providers to signpost the learners onto other programmes of study.

How will it be managed…?

It is envisaged that Theatre Resource, as the lead partner, will provide the central administration and partnership management functions. The FE partners will provide necessary accreditation, MIS and QA services.

The cost of these services will be charged or ‘top sliced’ at a rate to be agreed from income derived from delivering learning opportunities.

Partners providing learning programmes will charge the partnership for their professional services at a rate to be agreed. Marketing, training and other costs will be met by the partnership.

How will it be funded…?

CLiP will compete for funding from mainstream education and training sources (such as the Learning and Skills Council, European Social Fund, etc.) and from other sources (such as trusts and charities, the national Lottery, etc.)
